Take tracks from awful CSX and give them to the VRE

In the past two years of riding the Virginia Railway Express daily, my wife has been delayed exactly once because of problems with VRE equipment.

She is delayed an average of once a week because of problems with CSX signals or track problems or speed restrictions caused by what I see as inadequate maintenance or incompetent management. Recently, it's been worse than ever.

Since CSX has proven beyond a shadow of a doubt that it is incapable of running a railroad, I propose that the state of Virginia exercise its power of eminent domain and seize the property of CSX in the state and give it to VRE, to operate in the public good.
