Stafford Supervisor Kandy Hilliard announces her run for re-election

Stafford County Supervisor Kandy Hilliard declared her intention to run for re-election to her Aquia District seat yesterday on the courthouse lawn.
Hilliard, 44, filed all the paperwork necessary to appear on the ballot last spring. She gave yesterday's 10-minute campaign speech to energize the 35 or so supporters who attended.
She shouted to be heard above the noise of U.S. 1 as her supporters waved red signs with her campaign slogan "We want Kandy" at the passing motorists.
Hilliard is a Democrat finishing her first term as the Aquia District representative. In November, she will face challenger Paul Milde, a first-time candidate.
Hilliard listed her accomplishments for the crowd, including building new schools, bolstering fire and rescue services, increasing awareness of gangs and bringing public transportation to North Stafford.
Over the next four years, she said she hopes to build more public parks and community gathering places, including redeveloping the courthouse area into a traditional courthouse square, with sidewalks, greenery, park benches and even a farmers' market.
"These things are not just niceties," she said. "Law enforcement studies have shown that community gatherings help make our neighborhoods more safe."
Her campaign speech did not mention Crow's Nest, the issue for which she has gotten the most criticism from her opponent, Milde.
Both candidates want the 4,000-acre peninsula preserved as a natural space, but Milde has criticized Hilliard for moving too slowly to buy the peninsula once the county was approved for a low-interest loan and for not holding a referendum to let voters decide whether to buy it.
The Aquia district seat is one of four up for re-election this year in Stafford. Also up for re-election are the School Board and supervisor seats in the Falmouth, Garrisonville and Hartwood districts.
