PROCEDURAL QUESTIONS have dogged the Stafford Planning Commission's slated vote tomorrow on K&M Properties' plan to develop Edenic Crow's Nest peninsula. Did the public really get the legally allotted time to view the plan? Did the Planning Department err in accepting the K&M proposal piecemeal?

Good questions. But the larger reason the Planning Commission should table consideration of the McLean firm's plan is the panel's own lame-duck status. The four just-elected members of the Board of Supervisors next month will name their own choices to the Planning Commission. The new lineup may better reflect the will of Stafford voters as formally expressed Nov. 8.

Crow's Nest is the paramount development issue in Stafford County. It requires of officialdom the utmost in seemliness.
