Caroline trailer park agrees to correct wastewater violations, pay fine

A Caroline County trailer park has agreed to correct problems with its wastewater treatment plant and to pay a $7,000 state fine.

Minarchi Mobile Home Park in Woodford recently signed a consent order with the Virginia Department of Environmental Quality.

According to DEQ, the company was cited for a number of violations between December 2005, when its permit expired, and June of this year.

Minarchi received a warning letter and nine notices of violation for: failure to provide financial assurance as an operator; late submittal of a discharge monitoring report; failure to reapply for a new permit; failure to provide information on analysis, certification and maintenance logs and temperature-monitoring data; incomplete submittal of an application for a new permit; and discharge of effluent into state waters without a permit.

The trailer park's sewage-treatment system serves 56 residences and discharges into an unnamed tributary of the Matta River.

DEQ says in the order that the wastewater system also had "sporadic" difficulties meeting total suspended solids and ammonia effluent limits, but Minarchi made minor improvements and those problems were resolved informally.

In August, the mobile home park submitted a letter of credit, along with its chain of custody and certificate of analysis, certification and maintenance logs and temperature-monitoring data.

The order will go before the State Water Control Board for a final decision.
