Another King George County resident pleads guilty in Dahlgren fraud scheme

A former member of the King George County School Board pleaded guilty yesterday to a bribery-related charge involving the Dahlgren naval base.

Nadine B. Lucas, 59, who was Nadine Hooker before getting married recently, pleaded guilty in U.S. District Court to one count of conspiracy to pay illegal gratuities to a former supervisor at the Dahlgren base.

In addition to serving on the School Board, Lucas has been heavily involved in efforts to restore Ralph Bunche High School and provide housing for low-income King George residents through the nonprofit group Project FAITH.

Lucas owned and operated the King George company Management Control Systems, a government contractor providing information technology services, according to a news release from the U.S. Attorney's Office in Alexandria.

Lucas gave the utilities supervisor at the Dahlgren Department of Public Works about $35,000 worth of gifts after her company won a lucrative contract, the news release states. She also double-billed for labor, overcharging the government by about $20,000.

Michael A. Causer, the former utilities supervisor, helped Lucas' company win the 2003 contract, which was worth up to $2 million in business per year, according to the release.

Causer broke government rules requiring him to choose between independent bids, according to the U.S. Attorney's Office. Earlier this month, Causer was sentenced to 15 months in federal prison and ordered to pay the U.S. government $252,000 in restitution.

In exchange for the contract, according to the government, Lucas gave Causer a new $22,000 Kioti tractor, about $7,900 worth of furniture and $5,000 in money orders for his 2003 taxes.

Lucas' sentencing is set for May 11 in Alexandria federal court. She faces up to five years in prison and a $250,000 fine.

The Dahlgren fraud case was investigated by the Naval Criminal Investigative Service and the FBI. A least three other men have also pleaded guilty. In October, a national task force was created to help detect and prevent procurement fraud.

Nadine Hooker Lucas is a thief – plain and simple. She used her company to try to steal money from the Government; that money comes from you and me in our taxes. It was not like she just walked by a table and picked up something that was not hers, she spent some time in developing a scheme to steal from the government. There is no question about it; she “pleaded guilty in U.S. District Court to one count of conspiracy to pay illegal gratuities”.

I have known Nadine Lucas for almost 30 years. In that time I have only known her to be an honest, upstanding friend, a great mother to her lovely and accomplished children and a credit to King George County. She has volunteered much of her time and energy unselfishly over the years working with Girls Scouts, her church, the needy and disabled, the school system and many others. Nadine has a gentle, loving and giving heart and I am proud to call her my friend. Gloria Burnley, King George Co.
