Michael Wilkerson of Ruther Glen, will be arraigned this week on five counts of animal cruelty, said Animal Control Officer J.C. Heffler.
She said the office investigated after an anonymous tip was received about the animals. The horses were found "in poor body condition" and were emaciated.
While lack of food is thought to be a cause of the horses' condition, Heffler said more tests would need to be done by a veterinarian before they could determine the condition of each horse.Local United Way exceeds 2007 goal
The Rappahannock United Way exceeded its 2007 fundraising goal, raising more than $3 million.
Campaign organizers increased the goal and raised about $150,000 more than in 2006.
The Fredericksburg-area organization, which divvies money among 35 local nonprofit member agencies, collected a record amount at a time when many charities were worried about donations drying up.
And last year's campaign came up short. That drive raised $2,850,475, just be low the $2.9 goal.
