Speaker Howell, your constituents need you

If ever there was an opportunity for Speaker Bill Howell to represent and support his constituents' needs, now is the time ["Roads session starts today," June 23].

The special session of the General Assembly provides this opportunity to act like a statesman.

Time is running out. Our highways and thoroughfares are already clogged, and we will see a massive influx of people with the new BRAC operations (20,000 new employees at Fort Belvoir and in Prince William County).

Del. Howell's constituents are going to receive the brunt of these Defense Department employees, as well as untold numbers of consultants and staff that support Defense operations in the private sector.

VDOT was eviscerated by Governor George Allen in 1994 (?) and has never recovered. Governor Jim Gilmore created more problems than he solved by attempting to eliminate Personal Property Taxes. People, if you must pay for everything you want one way or the other.

Mr. Howell has made no bones about his desire to privitize as many state agency functions as possible. He has an ultra-conservative, albeit unrealistic, economic philosphy whereby the market can run everything. He has already started the wheels in motion with presistent underfunding of VDOT (along with a subtle campaign to discredit VDOT). He wants an Australian company to build a private toll road with long term goals to subplant HOV. It will cost drivers more, but again he doesn't have to drive much.
