The man accused of striking six vehicles while trying to elude police in North Stafford Thursday was the target of a major heroin investigation, court records state.
Harry Francis Hughes III of Stafford was charged with multiple offenses after the wild incident, including possession of heroin with the intent to distribute, reckless driving and failing to stop for an accident.
Police initially refused to release his name, saying to do so might hinder an ongoing investigation.
According to an affidavit for a search warrant filed in Stafford Circuit Court, Stafford Detective C.S. Oxley wrote that his office began investigating Hughes earlier this month.
State police informed Stafford detectives that Hughes was distributing large amounts of heroin in the Fredericksburg and Washington areas.
State police recorded at least four phone calls between Hughes and a police informant in which the sale of illegal drugs was discussed. Hughes was scheduled to make a major sale to the informant Thursday, court records state.
After his arrest, Hughes told police that he paid more than $30,000 for a quantity of heroin about noon Thursday in southeast Washington.
He was planning to sell the same drugs to the informant for more than $40,000, the affidavit states.
Hughes told Stafford Detective Eric Jessee that he'd been selling heroin to the informant for a month or two. The sales involved five to six grams at a time.
At 2:55 p.m. Thursday, undercover officers were in place when Hughes drove his silver Mercedes SUV to Stafford Market Place to complete the deal.
Police watched as Hughes and a passenger in his vehicle, Kimani J. Morton, interacted with the informant.
Morton had been carrying a red gift bag, but no longer had the bag as he exited the vehicle in the area of the Five Guys restaurant.
Police made their move at 3:04 p.m., according to the affidavit, and Morton was immediately taken into custody.
Hughes drove off quickly, striking three vehicles as he left the shopping center.
He struck two more vehicles at the intersection of Garrisonville and Mine roads, then hit another at Onville Road.
The driver got out of the vehicle at that point and was later apprehended. No one was injured in the collisions.
Police later searched Hughes' home at 24 Easter Drive and seized a number of items, including check receipts, address books, financial records and more than $44,000 in cash.
Hughes and Morton are currently in the Rappahannock Regional Jail.

I hope they follow up with the DC Police to nail the
wholesaler there and follow the trail up the line. It's time we
get serious about putting the big guys out of business.
