Deborah L. McManus has been named director of marketing for Welford Engineering Associates, which serves corporate, governmental, nonprofit and individual clients in the city of Fredericksburg and the counties of Spotsylvania, Stafford, King George, Caroline and Orange.

Ashley B. Smith of Midland has been promoted to president/COO of Smith-Midand Corp., taking over the position his father, Rodney I. Smith, held since 1965. The elder Smith will remain CEO and chairman of the board for all Smith Delaware companies.
