TRANSPORTATION BOARD'S SIX-YEAR BUDGET CUTS $2 BILLION, KEEPS FALMOUTH UPGRADE
Commonwealth Transportation Board passes an updated long-range transportation budget

Hoping to get a plan in place before President Obama signs the stimulus bill into law, Virginia's Commonwealth Transportation Board approved a six-year, $8.9 billion transportation budget yesterday.
The rare winter vote on the 2009-14 budget cut $2 billion worth of projects.
The state expects to receive $2.6 billion less than anticipated in transportation funding over the next six years from gas and real-estate taxes and car sales.
Projects in the Fredericksburg area that lost funding include a planned State Route 3 widening in Spotsylvania County, the second phase of the Spotsylvania Courthouse Bypass, widening U.S. 17 in Stafford County and the reconstruction of the Courthouse Road I-95 interchange in Stafford.
The budget kept $21 million to rebuild the Falmouth intersection at U.S. 1, Warrenton Road and Butler Road. The money will let construction move forward within the next six years.
Fredericksburg-area officials knew the cuts were coming.
A draft plan announced most of the cuts in December, and there were few changes.
Stafford Supervisor Cord Sterling is a member of the Commonwealth Transportation Board.
Sterling said he hopes some or all of the Fredericksburg-area projects that lost funding will be eligible to receive money from the federal stimulus package.

This is a perfect reason as to why Supervisor Marshall's pro-growth up-zoning proposal in Spotsylvania County should be defeated.

The funding meltdown has one positive outcome. Local
elected can no longer make land-use decisions and claim
the the infrastructure needed to deal with the growth will
be provided by VDOT.
To a certain extent, this is why VDOT finances went south.
They had so many local projects that were dealing with
local land-decisions that it overwhelmed their ability to
build them all.
The Six-Year plan was a handy device to tell the public
that projects promised by their local elected were "on the
list" .

Kelly, I went to the actual six year plan to look up the
Falmouth project.

notice that the bulk of the funding is ANTICIPATED future
Federal Funding ... they are assuming that the Federal
SAFETEA will be re-authorized at some assumed funding
level.
Also - a question - why is this project called "RTE 218 -
INTERSECTION IMPROVEMENTS" ?

The State and the CTB Fail Again

If this doesn't convince Spotsylvania County to join VRE what will ??????Local governments can't depend on State Government or the CTB (Commonwealth Transportation Board) to address roadway needs within Spotsylvania County or the region. Local elected officials should know by now that roadway and other transportation projects for this region aren't a priority for the General Assembly or the CTB. I ask local elected officials to start thinking outside of the box, so that we can meet our transportation needs.
