Mild assessment rise seen in Westmoreland

Appraiser tells Westmoreland officials that property values are up in some areas, but county's overall land book may see decline

Property values are up in Westmoreland subdivisions served by water and sewer systems, an appraiser conducting the county's reassessment told the Board of Supervisors yesterday.

But, overall, "You're not going to get much of an increase. Some areas may go down. It could be worse at the end of the year than it is now," said Fred Pearson of Pearson's Appraisal Service.

"Economic conditions are very different right now from when we started," said Pearson, who began the reassessment late last year. "It's not a very good time to be having a reassessment."

Pearson said his company has been working in the Colonial Beach area and has appraised about a third of the county's 30,000 parcels.

Pearson said his firm would double-check appraised values against sales prices before finishing the work later this year. The new values will take effect in 2010.

In other business yesterday, Westmoreland supervisors:

Approved an application for $5.2 million in federal economic stimulus funding to extend the Coles Point sewer to Drum Bay Estates and under Lower Machodoc Creek to the Chatham Village and Tidwells communities.

Reviewed the county's audited financial statement for fiscal year 2007-08. It showed the county received $426,000 more revenue than budgeted and spent $3 million less than budgeted. The total net value of the county's assets rose from $17.8 million to $25.1 million.

Approved a $250,000 increase in the current $810,000 allocation for comprehensive services to troubled youth.

Approved payment of a $150 claim made by Wendy Herdman of Tidwells for 15 chickens killed by dogs.
