Veteran firefighter hired to head Caroline fire, rescue

Caroline County hires its first Fire-EMS Chief, David Layman

Caroline County has hired a veteran firefighter from Newport News to run its fire and rescue operations.

As fire and emergency services chief, David E. Layman, 45, will oversee and coordinate coverage by career and volunteer personnel. He will also be responsible for setting budgets, purchasing, recruiting and maintaining 24-hour coverage in the county.

Layman, now assistant fire chief in Newport News, will start Aug. 17 at a salary of $102,000.

"I am honored to accept this position, and look forward to working together with both career and volunteer staff," he said. "It will be my goal to ensure that we work together to build upon the organizational foundation already established, while focusing on the future emergency services needs of the community."

Layman succeeds Ed Fuzy, who resigned as fire and rescue director in February after holding the position since 2002. Layman's position gives him more oversight of volunteer operations than Fuzy had.

A 29-year fire and rescue veteran, Layman started with the Kilmarnock Volunteer Fire Department in Lancaster County. His first career position was as a firefighter-medic in York County.

He has worked in Newport News since 1988 and has been an adjunct instructor with the Virginia Department of Fire Programs since the late 1980s. He also has served as vice president and partner with PRISM Inc. of Virginia, a private emergency-services training firm.

A member of the FEMA Urban Search and Rescue Virginia Task Force II, Layman was deployed to such large-scale incidents as the bombing of the Oklahoma City federal building, the terrorist attack on the Pentagon and numerous natural disasters, according to a county news release.

Layman holds an associate degree in fire science from Tidewater Community College, a bachelor's degree in fire administration from Hampton University and a master's degree in public administration from Troy State University. He is also a graduate of the National Fire Academy's Executive Fire Officer Program.

County Administrator Percy Ashcraft said Layman was chosen after a national search to lead the county "into a new era of fire and rescue services."

"David has a thorough understanding of all phases of the operations. He has experienced high degrees of success at every level of his career," Ashcraft said in a news release.

Layman and his wife, Wanda, have been married for 14 years and have two sons. A public reception for Layman will be held at 5:30 p.m. Wednesday at the Community Services Center in Milford.
