Caroline defining role of EMS chief

The Caroline County Board of Supervisors adopts amendments to the Emergency Services Ordinance that fully define the duties and responsibilities of the new Fire-EMS chief

The Caroline County Board of Supervisors has adopted amendments to the Emergency Services Ordinance that fully define the duties and responsibilities of the new Fire-EMS chief.

The ordinance amendments were approved Tuesday night by a 4-1 vote. Jeff Sili was opposed because a meeting with the Emergency Services Commission had not been held before the vote, as had been discussed.

The changes were made to conform with the establishment of a new Fire-EMS chief's position earlier this year. The position, held by David Layman, will have full authority and responsibility over Fire-EMS services, which includes oversight of volunteer operations.

The ordinance amendments also bring Caroline County into alignment with other jurisdictions that have combined systems. The Fire-EMS chief will blend both career and volunteer personnel to meet the demands of a growing population.

In other action, the board:

Heard from FREDericksburg Regional Transit officials who are slightly modifying the daily routes through Caroline County.

Appointed Pauline Boxley (Mattaponi District) and Joy Gardner (Madison District) to the 2010 Census Committee.

Appointed County Administrator Percy Ashcraft and Assistant County Administrator Alan Partin to the School Boundary Adjustment Committee.

Approved a contract with Blue Ridge Mass Appraisal Service for the 2010 reassessment.

Approved a resolution to refinance bonds in the amount of $11.9 million to reduce the amount of annual payments.

Deferred action on the Bowling Green Victory Park until the Oct. 27 meeting.

Deferred action until the Oct. 27 meeting on a request by Superintendent Saundra Thacker of Peumansend Regional Jail to allow incarceration of federal prisoners in accordance with the Service Agreement with Caroline County.

Approved an agreement with the school division for use of the Old Ladysmith Elementary School.

Approved the Board of Supervisors' goals for calendar years 2009 and 2010.
