Germanna plans parking deck at new building

Germanna plans three-level parking garage with new academic building at Spotsylvania campus

Date published: 11/21/2009

BY PAMELA GOULD

Germanna Community College plans to build a three-level parking garage to accompany the third academic building at its Fredericksburg-area campus, which could mean higher fees, Vice President for Administrative Affairs Rick Brehm said.

The garage would have 575 spaces to help with the parking shortage at the campus, Brehm told the Germanna Community College Board at a meeting Thursday.

The college "will almost certainly" need to pass the cost of the garage to students through general fees, Brehm said.

The Fredericksburg-area campus, located in the Massaponax area of Spotsylvania County, is 100 to 150 spaces short of parking needs for the current enrollment, Brehm said.

When a third building is completed, even with the parking garage, the campus still will be more than 100 spaces short of the number needed to accommodate students and staff, said college spokesman Mike Zitz.

The college hopes to build a $28.4 million academic building that would include 15,000 square feet of classroom space for engineering and science labs, a 13,000-square-foot learning resource center and 4,700 square feet of office space. That cost doesn't include the parking garage.

Germanna President David Sam estimated it could be in use by 2012 or 2013, assuming funding becomes available.

State bond revenue would cover all but about $2.7 million of the costs associated with the building. The college is seeking the remainder from the localities served by Germanna.

The college is asking Spotsylvania County to commit to contributing $1.2 million--the largest portion of the $2.7 million--because it is the jurisdiction with the largest enrollment.

Fredericksburg and the counties of Stafford, Caroline and King George are being asked to cover the remaining $1.5 million.

Brehm said the cost of the parking spaces for the three-level garage is currently estimated at $15,000 to $18,000 per space. He anticipates getting a public-private partnership offer for the project within the next few months.

Also at Thursday's meeting, it was announced that the college crossed the 7,000 enrollment mark for the first time this fall. The fall enrollment of 7,003 includes 4,710 part-time students.

Those numbers do not include people enrolled in non-credit classes.

GCC Parking Lot (posted by JohnGilmer , Nov. 21, 2009 7:54 pm)
My older girl is a student there I can am at the campus 3 days week hauling her back and forth. The administration already permits use of the grass area by the entrance as an "overflow" lot. It's needed. IMO, Wednesday is the worse day. They definitely need to build this garage before opening up any more class room buildings. Alternatively, they can start running busses directly to the main FRED so students can make the 8:00AM class and return home from the 9:00 PM classes.

Wasted Funds (posted by notfromva , Nov. 21, 2009 11:30 am)
I attended GCC for a year and have lived near GCC for the past five. I have never seen the lot at full capacity. Do not forget that GCC offers many courses online. An increasing number of registered students are taking online courses only; minimizing the necessity of additional parking. Even with the anticipated increase of enrollment, I cannot see how additional parking will be justifiied.
