Training facility eyed in Stafford
Training facility, apartments proposed for Celebrate Virginia North.

The Silver Cos. is seeking approval from Stafford County that would allow an expanded law-enforcement training facility and up to 672 apartments at Celebrate Virginia North.

Silver officials believe the additions would accelerate development at its Celebrate Virginia North complex off U.S. 17 and help nearby retail centers, which are facing high vacancies, get tenants.

A 50,000-square-foot industrial building at Celebrate Virginia North that’s owned by Delmarva Contracting Inc. was recently converted into a law-enforcement training facility that moved from the Quantico Marine Corps Base, according to the impact analysis Silver submitted. Trainees stay at area extended-stay hotels.

Delmarva is interested in buying 25 to 30 acres from Celebrate Virginia’s landowners to add two more 50,000-square-foot buildings in the area and 192 apartments with recreational amenities where trainees could stay for months. Silver officials say the training wouldn’t involve gunfire.

Silver is also seeking approval from the county that would allow up to 480 apartments to be built on 68.6 acres at the southern portion of the Celebrate Virginia North campus where a golf course was once envisioned. One course—Cannon Ridge—is open there, and space would remain for the future development of a second course.

Chris Hornung, a Silver vice president who is overseeing the application process, said the company doesn’t have a deal lined up with an apartment developer, but it has spoken with Johnson Development Associates about the possibility.

Johnson Development has already built the first phase of its Haven apartment complex at Celebrate Virginia South in Fredericksburg and is planning a second phase. The company also plans up to 480 apartment units at the Cosner East development near the Spotsylvania Regional Medical Center. Silver is developing both Cosner East and Celebrate Virginia South.

Ben Graves, president of Johnson’s multifamily division, said his company isn’t committing to Celebrate Virginia North, but that it is potentially interested down the road as the area continues to grow and the company finishes its current projects.
