Stafford supervisors to take up proffer changes at Embrey Mill

A planned public sports complex with 12 fields for Stafford County will require a change to the terms of the mixed-use Embrey Mill development plan.
The Board of Supervisors will start the process for the amendment to the proffers--contributions from the developer to offset impacts on county services--at Tuesday's meeting. The modifications would then be reviewed by the Planning Commission.
Current proffers on the 2,000-unit development off Courthouse Road west of Interstate 95 call for specific locations for two public park areas, two public schools and a fire and rescue station.
Supervisors will authorize the county administrator to submit the proffer amendment application on behalf of Nash Stafford LLC and the county, which owns an 11-acre parcel in the 957-acre Embrey Mill tract.
Current proffers were set at the property's 2001 rezoning. Development stalled with the recession but has recently picked back up with a new joint ownership of Embrey Mill. Newland Real Estate Group and North America Sekisui House purchased 831 acres earlier this year.
Plans for the county's voter-approved 2009 parks and recreation bond referendum have also moved slowly. Families and sports groups often complain about the lack of athletic fields.
Last month, the board announced projects that would be done with bond money, including building a sports complex within Embrey Mill. Managed by the county, it would include 12 rectangular fields for sports such as soccer and lacrosse, and an indoor pool that would likely come from a private-sector partnership.
But to make the most of the space in Embrey Mill, two park areas must be combined into one. Also the location of one of the planned middle school buildings would change.
That's why the proffers must be altered.
A four-acre site originally identified for a fire and rescue station is no longer necessary, according to county documents. This site would instead be dedicated to recreational purposes.
