In four years, we cut taxes by $600 million, eliminated or reformed 70 percent of regulations, and cut the size of state government. We made neighborhoods safer by abolishing parole, establishing truth in sentencing, and instituting juvenile justice reform. We improved school performance with measurements and made college more affordable by freezing tuition. We attracted new business investment and created the environment for more than 300,000 net new private-sector jobs.

We confounded the naysayers by reforming a welfare system that had provided few opportunities for work and deprived thousands of children of resources or positive example they needed. Working with my bipartisan Empowerment Commission, we designed and achieved historic welfare reform that has successfully cut Virginia's welfare rolls in half, saved hundreds of millions of dollars, and helped thousands of people achieve independence and have the dignity of a job.

EXAMPLE FOR THE NATION

Our willingness to work together for a better future is what Americans are looking for today. That is why it's important to bring Virginia values to Washington.

Building on our experience of getting things done in Richmond, I have put forward my Blueprint for America's Comeback--a pro-jobs growth plan of action to reinvigorate the entrepreneurial spirit of our country. The blueprint includes the following commonsense priorities:

We need to empower--not burden--America's job creators. We need comprehensive tax reform, closing loopholes for a more simple, fair, and competitive tax system. By reducing the tax on businesses from 35 percent to 20 percent, more than 500,000 new jobs will be created annually. We must protect job creators from unnecessary, over-burdensome regulations imposed by unelected, unaccountable political appointees. Any regulation that would cost our economy more than $100 million should be voted on by elected representatives in Congress.

We must unleash America's plentiful energy resources, from our coalfields to our coast. We are blessed with the most energy resources in the world. If hired by the people of Virginia, on my first day I will introduce legislation to allow Virginia to explore for oil and natural gas off our coast and then use the hundreds of millions of dollars earned in royalties to improve our roads and transportation.
