William Risque Harper, 81, died in Ladysmith on Thursday, Dec. 6, 2012.
Born in Woodford County, Ky., he attended local schools and moved to Washington, D.C., at the age of 13 to be a Senate page. He was a graduate of the Senate Page School, George Washington University and George Washington Law School. He clerked in the D.C. Court System and later served on the Federal Trade Commission. In later life he opened his own law practice in the District.
He is survived by Barbara, his wife of 29 years; and sons William (wife Knowles) of Sewanee, Tenn., Steven (wife Laura) of North Potomac, Md., and John (wife Janan) of Seal Beach, Calif.; stepsons Andrew Freeman (wife Elizabeth) of Boulder, Colo., and Peter Freeman of Austin, Texas; cousins Alec Harper of Santa Monica, Calif., and Lee Warley Harper of Versailles, Ky.; and grandchildren Will, Jake, Joe, Sarah, Susan, Grey, Fionna and Jessie.
A memorial service will be held at 11 a.m. Saturday, Dec. 15, at Wright's Chapel United Methodist Church in Ladysmith.
