Kaiser Permanente likes far-off clinics--why?

My mother agrees wholeheartedly with the letter written in regard to Kaiser Permanente, and how it conducts its services for their patients. My mother required cataract surgery on both eyes. She was referred to a clinic located in Northern Virginia.

This was much too inconvenient for her. She desired to have the surgery performed here in the Fredericksburg area. She was able to do this with her persistent efforts.

Why bother having a Kaiser Permanente office in Fredericksburg, if it simply refer to clinics elsewhere? That's her question.
