The article on the hearing for the New Post and Heritage Woods developments ["Hearing set for Spotsy projects," Sept. 9] ends with this sentence: "And Supervisor David Ross has criticized cash proffers as another tax, with the cost being passed on to homebuyers." Without the cash proffers, the cost of this rezoning and development is passed on to all of the taxpayers in Spotsylvania County while the benefits of the developments go only to the builders and the buyers.
Is Mr. Ross redefining "entitlement"?
