I had to work hard to decipher the April 13 editorial titled "Right call on religion."
The second paragraph implies that, in exercising our right to speak, we want to compel others to hear our prayer or speech.
Although the eighth and ninth paragraphs state that the vetoed bill did not regard prayers, paragraphs 13 and 14 return to the topic of prayers.
I resorted to accessing the relevant bill, SB 555 (vetoed April 1)--"Chaplains of Virginia National Guard and Virginia Defense Fund; sermons"--to understand the true nature of the bill and significance of the veto.
Extra effort notwithstanding, I agree that the governor acted appropriately.
