ENEATH THE Falmouth Bridge at Fredericksburg, the water tumbling over the falls of the Rappahan nock River slows to a lazy trickle this time of year. Great blue herons pluck baby bass and catfish from the clear pools as swimmers splash nearby at Old Mill Park.
