1. Reduce class sizes and student–to–teacher ratio. With the budget
cuts of the past few years, the Spotsylvania County school division
has not replaced most positions that were lost to attrition. Many
higher-paid teachers retired to take advantage of the Retirement
Opportunity Program. The school division did not replace them with
lower paid teachers as the original ROP plan was designed, therefore
the class sizes have grown. In the Central Administrative Office
people took advantage of the ROP, as well. These positions were
filled, but not with lower paid staff. The Central Administrative
Office must be restructured so that more money can be put into the
classrooms to help our students. Many of the staff members in the
Central Administrative Office are former teachers; they can return to
the classroom to teach our students.
2. Improve communication with stakeholders. To do this, first of all,
the School Board agendas should be emailed out to the community. The
upcoming policy changes or additions should be made more public. The
meetings can be streamed over the Internet. This will give anyone
access to the meetings, no matter who they have for television
service. The Internet will be used to communicate in a timelier manner
with all stakeholders. Any changes to policies, attendance zones,
testing, etc. need to be announced far enough in advance that the
stakeholders will have time to give input.
3. Reduce the amount of benchmark testing to increase instructional
time. Much class time is used to review, test, and go over benchmark
tests. Valuable instructional time is lost each nine weeks for
benchmark testing. The tests have flaws so that the data that is
collected is not accurate. These tests also encumber the computer labs
for up to one third of each nine weeks, not including SOLs. The
technology was purchased for student instructional use yet it is
unavailable over one fourth of the school year.

debate coach and judge, co-created the Union’s “rites of passage”

the Sunday School Union’s initial “Great Debate” initiative. I have
been involved in and have run both programs since 2008.

1. To lead! Board members are obligated to lead and direct the system
in a way that will ensure continued academic excellence. I am
committed to reestablishing the board’s authority as the head of the
county’s school system. Curriculums must be accurate and must reflect
the most current levels of properly vetted academic knowledge.
2. Ensure that the school system is properly funded going forward. The
current level of funding must be maintained, at a minimum.
Proportional adjustments must be considered annually. A greater
portion of future budgets must be allocated for student services and
teachers’ salaries.
3. State funding is predicated on the number of students that
regularly attend classes. However, truancy is tracked and enforced by
teachers and principals, as there are no truant officers assigned to
this county’s schools. I will work with my peers to reduce the truancy
rate, thereby, increasing state funding.
