1. Growth and development: Planning must be sensible in approach with goals to stimulate Stafford’s economy while preserving vital green spaces, natural resources and historical landmarks. I pledge to oppose rezonings in the George Washington District that increase density. Transportation infrastructure should precede construction of Stafford’s urban development areas and UDAs should not be located in rural areas.
2. Transportation: Stafford as a whole has many dangerous secondary roads that need immediate attention. Let’s get projects completed that are funded by the transportation bond proposal that passed. I will be a watchdog to make sure the U.S. 17/U.S. 1 intersection improvement project progresses, and I will be a strong supporter of public transportation such as FRED bus and VRE
3. Education: Quality schools, with quality teachers, equate to quality young citizens able to lead us in the future. Recent SAT and Adequate Yearly Progress results show that our schools should perform better. I will work to reverse the trend of Stafford schools being funded well below the state average and school funding as a proportion of the county budget declining over the past five years. I will also support efforts to increase the number of community college and vocational education facilities in the area.

(1) Bringing a new direction to the Office of the commonwealth attorney in Stafford by pursuing a just outcome in every case. A good prosecutor must exercise his or her prosecutorial discretion in order to achieve a just outcome. Justice is not like a baseball cap where one size fits all. Prosecutorial discretion includes deciding whether to pursue criminal charges, and if so, what charges should be pursued. In addition, a prosecutor must use his or her discretion in making decisions as to the appropriate disposition of the charges after conviction. I will fully participate in the regional Drug Court program. I will end the practice of requesting a jury trial in nearly every criminal case. I will never try to obtain a conviction by using deceit or trickery. I will be tough but fair. I will treat everyone involved with the criminal justice system with respect.

(2) Working effectively with prosecutors in the surrounding areas. Criminals do not stop at the county line. It is essential that given the close proximity of the surrounding communities that the office of the commonwealth attorney work effectively with the respective commonwealth’s attorney offices in the area. It is difficult if not impossible to work effectively with other commonwealth’s attorneys in the area if you insist that your way is the only way and if you do not show proper respect to the other offices.

(3) Restoring fiscal discipline to the Office of the commonwealth’s attorney. From 2000 to 2010, the budget for the office has risen from just over $1 million to nearly three $3 million. Stafford County spends 54 percent more per capita on the Office of the commonwealth’s attorney than Spotsylvania County. I will ensure that the Stafford County taxpayers get the most out of their tax dollars.

1) The shooting death of David Charles Gandy on June 19, 2008. This case has a horrific smell to it. Deputies gave one story the night of the incident, another story during depositions, and yet another story at the time of trial. The fact that the alleged weapon that Mr. Gandy had was recovered with absolutely no blood on it is very disturbing. The facts that came out in the civil trial in federal court showed that a family that called for “help and assistance” got absolutely no help or assistance from the Stafford County Sheriff’s Office. In law enforcement, the “preservation of life and property” should always be of paramount importance and concern. It is absolutely clear in the Gandy shooting that no concern was given nor due diligence paid when the Stafford County Sheriff’s Office barnstormed the backyard of the residence and shot Mr. Gandy in the back three times in three seconds, fatally wounding him. This kind of action is unconscionable.

The Solution: When elected sheriff of Stafford County, I will personally request that Virginia State Police conduct a thorough and comprehensive criminal investigation into Mr. Gandy’s death. Further, I will personally request that the Federal Bureau of Investigation conduct a thorough and comprehensive investigation into what is known as a “1983 Civil Rights Action.” I as sheriff will personally answer any and all questions put forth to the Stafford County Sheriff’s Office by way of these two investigations. There will be no obstruction in any way shape or form.

2) The second point of concern is the fact that Sheriff Jett arbitrarily changed his crime statistics due to an alleged “glitch” that occurred in a computer program in 2005. I should also point out that no one but Sheriff Jett has seen or been involved in this “glitch.” The crime numbers were specifically taken from the figures provided to the Virginia State Police every year since 2005. They are clear and convincing in describing a county out of control. They clearly show a 60-percent increase in the crime rate overall since 2005, and a 66 percent increase in violent crime rate since 2005.

What makes this most unbelievable is the fact that a Free Lance-Star reporter by the name of Katie Thisdell wrote an article for the June 12, 2011, edition of the paper. The theme of the article dealt with crime trends across the United States, as well as across Virginia and the Fredericksburg region. All of the crime trends that Ms. Thisdell wrote about were on a downward trend with the exception of Stafford County. Ms. Thisdell’s article clearly pointed out that there was a 13 plus percent increase in the violent crime rate for the preceding two-year period and a 20 percent increase in the property crime rates. I find it to be totally unbelievable that Sheriff Jett and the entire Stafford County Sheriff’s Office didn’t find anything wrong with those numbers at that time.

The Solution: Starting with the day that I take office I will initiate a thorough and comprehensive review of all the crime stats that have been reported to the Virginia State Police since 2005. No explanation has been provided to the public or the press on how a “Glitch” occurred some six years ago. That is totally unacceptable. I will be accountable to the citizens of Stafford County and will provide a full report of the findings of this review.

3) The third issue is by far most disturbing and an immediate issue every citizen in Stafford County can physically see and touch. That issue deals specifically with the individual posters, banners and mailers that were displayed and sent to citizens all over Stafford County prior to the primary election on Aug. 23.

The use of the “Law and Order” symbol was a direct violation of the “Trademark infringement Act” under federal law. Both Sheriff Jett and the candidate for the office of the commonwealth's attorney, Eric Olsen, each violated federal law with “absolute impunity.” Both of these gentlemen have said throughout their campaigns that it was going to be “business as usual” here in Stafford County. They have each said that they were going to be “tough” on those who violated the law here in Stafford County, however the actions they took with regards to property that didn’t belong to them was nothing more than “simple thievery.”

The Solution: When elected sheriff of Stafford County I will personally request that the Federal Bureau of Investigation conduct an investigation or if one has already been completed will ask for their findings of any investigation that may have already been completed into the “Trademark Infringement” complaint that came about when Sheriff Jett and Mr. Olsen used the “Law and Order” emblem without the permission of the owner. It is inconceivable how the two top Law Enforcement Officers in Stafford County could be so reckless as to use property that they did not own for their own personal gain. Any citizen whether he was a Stafford County resident or not would have been charged with numerous felonies for steal ing something that didn’t belong to them. Can anyone tell me what makes Sheriff Jett and Mr. Olsen any different?
