Caroline County and Spotsylvania County Open Shelter at Thornburg Middle School

Caroline County and Spotsylvania County will be opening a joint emergency shelter at the Thornburg Middle School at 6929 North Roxbury Mill Rd., Spotsylvania, VA 22551 (located near Rt 606 and Rt 1).

Citizens should bring the following items:

o A three-day supply of special items for any elderly, disabled or infant members of your household
o Blankets, pillows, linens and something to sleep on, such as a cot, air mattress or cushion
o Personal items to include food and medication.

No Pets will be admitted to the shelter. Please make appropriate arrangements for them before leaving.

Public shelters are a last resort and provide basic necessities such as food, water and a small amount of space for your family to stay. Most shelters do not provide items such as cots, bedding or items for infants or those who have special medical needs. Relief organizations may provide some of these items after the storm has passed, but you should be prepared to provide these supplies for your family until help arrives.

The Shelter will open at 3 P. M. on Tuesday

Caroline County has opened a special needs hotline at 804-633-2262 or 804-632-1239(after hours). Citizens may call this number with sheltering questions or special needs.

Sheriff's report

On February 1, 2010, Deputy C. J. Ryan responded to a domestic in Ruther glen.  After investigating, Matthew Long, 25, of Ruther Glen was charged with domestic assault.  He was ordered held under a $1500 bond and a court date was unavailable. 

On January 7, 2010, Deputy S. J. Mielke responded to a reported burglary in the Ruther glen area.  Investigator B. L. Fedder was assigned the case.  After investigating, Richard “Derek” Church, 18, of Spotsylvania and James “Hunter” Purks, 18, of King George were both charged with breaking and entering, conspiracy to commit breaking and entering, grand larceny, and conspiracy to commit grand larceny.  Church was also charged with possession of a firearm by a convicted felon.  Both were arrested on February 2, 2010 and ordered held without bond.  A court date of February 5, 2010 was set.  

On February 3, 2010, Sergeant C. A. Heywood stopped a vehicle in Ruther Glen for a traffic infraction.  After investigating, Javon T. Edwards, 20, was charged with driving under the influence and refusing to submit to a breath test.  He was ordered held under a $1000 bond and a court date of February 10, 2010 was set. 

 

On February 3, 2010, Deputy W. D. Lipscomb encountered a motorist in Ruther Glen.  After investigating, Claudell Fells, Jr., 20, of Ruther Glen was charged with possession of marijuana.  He was released on a summons and a court date of February 19, 2010 was set.  

On February 4, 2010, Deputy R. L. Hixson responded to a reported domestic in Port Royal.  After investigating, Robert D. Kulynych, 48, of Port Royal was charged with abduction, domestic assault, and preventing another from using a phone to summon aid.  He was ordered held without bond and a court date of February 9, 2010 was set.   

On February 4, 2010, Sergeant C. A. Heywood responded to a reported disturbance in Port Royal.  After investigating, Ashley D. Spitler, 28, of Port Royal was charged with abduction.  He was ordered held without bond and a court date of February 9, 2010 was set.   

Caroline County Sheriff's Office Wrap Up

 
According to Sheriff Tony Lippa, Caroline Deputies made 1 drug arrests, 1 DUI arrests, 4 domestic violence arrests, 118 other criminal arrests and issued 14 animal control summons or arrests during the past week.  The deputies served 209 civil papers, issued 10 traffic summonses, handled 38 motor vehicle crashes, responded to 12 alarm calls, and dealt with 5 juvenile offenders.  The Sheriff’s Office Communications Center dispatched 281 calls for service and handled 512 telephone inquiries.  The CCSO also logged 48 calls assisting outside agencies and had 281 self-initiated calls.

Caroline declares February 'African-American History Month'

Board of Supervisors - Chairman Maxie Rozell has declared February 'African-American History Month' in Caroline County.

The declaration comes about as a result of the postponement by the Board of Supervisors of its February 9 meeting because of inclement weather. One of the agenda items was to ask the Board of Supervisors to adopt a resolution proclaiming February to honor African-Americans in Caroline County.

As a result, Mr. Rozell has made the declaration by executive authority of the chairman.

"The contributions made by African-Americans in Caroline County are endless," commented Rozell, who represents the Reedy Church District, defined as a minority majority district in the 2000 Census. "It is wonderful that we can take this time and reflect on the many achievements that men and women over history have accomplished to make Caroline County a better place."

The Board of Supervisors will formally adopt the resolution at its February 23 meeting.

Two homeless after mobile home fire

Mobile Home Fire – 3490 Oak Court

Caroline County, VA – February 7, 2010 

Caroline County Fire/Rescue responded to a structure fire at 3490 Oak Court late last night.  The call was received at 11:40 pm and units from Upper Caroline VFD, Port Royal VFD, and Bowling Green VFD were dispatched. While responding, additional information was received that the fire was spreading rapidly.  Additional resources from Ladysmith VFD and Fort AP Hill Fire Department were added to the call.   Poor road conditions and downed trees delayed emergency responders from reaching the scene.  The Virginia Department of Transportation assisted responders in accessing the call.  The first unit arrived on-scene at 12:09 am to find a mobile home fully engulfed in fire. 

The residence was occupied by two adults.  Both occupants self-evacuated from the affected structure without injury.  The home was completely destroyed by the fire and the two adults were displaced. At this time, they are receiving assistance from the American Red Cross. 

The fire began in the bathroom of the home.  The preliminary investigation indicates that the fire was caused by an unattended burning candle.  The winter storm had cut off power to the residence earlier in day.   

Caroline urges residents to be cautious while using portable heaters and candles during power outages.  Additionally, use caution around any down power lines.  Never touch or approach a fallen line; instead contact the local power company immediately.

"Changes Announced in Caroline County EMS Fee for Service Program"

Caroline County, VA – County Administrator Percy Ashcraft today announced revisions to the County’s EMS Fee for Service Program. The County recently discovered some confusion with the program’s Compassionate Billing policy and its application for County residents. The County has identified approximately 1,500 residents that have over paid fees since the program began in 2007. These fees total approximately $39,000. The County will be working with its billing contractor to identify those individuals eligible to receive refunds. Additionally, the contractor will reimburse fees charged to the County for processing these collections.

Work is underway to immediately correct this issue and re-engineer the County’s EMS Fee for Service Program. Previously, residents with insurance may have been sent bills for any remaining co-payments. They would in turn have needed to complete a compassionate billing form to receive an exemption from these charges. It will no longer be necessary for County residents with insurance to complete compassionate billing form requests. Caroline’s new revisions make this process automatic. All co-pays will be immediately negated based on the resident’s status as a tax payer. “We are always looking for ways to improve customer service in our system. This change will greatly simplify the EMS billing process for our citizens” said Ashcraft.

The County’s uninsured residents will qualify for a billing waiver based on their local taxpayer status. They will receive a bill as required by insurance regulations along with a copy of the uninsured waiver form. Residents and visitors should know that no one will ever be denied service because of their inability to pay or lack of health insurance. Providing medical care to our patients remains our highest priority!

What can citizens expect after a transport to the hospital? First, a claim is sent to the patient’s insurance provider. The patient then receives an “Explanation of Benefits” statement from the insurance company showing the amount the insurance provider was billed. County residents will not receive a bill for co-pays and deductibles. They may receive a letter asking for additional insurance information not initially received. Uninsured residents will receive a bill along with a copy of the billing waiver form. These residents will simply need to sign and return this form in lieu of any payments.

Sheriff's report

On December 31, 2009, Investigator K. Digravio-Ferguson took a report of an assault.  After investigating, Lee P. Bard, 20, of Ruther Glen was charged with indecent exposure, contributing to the delinquency of a minor, taking indecent liberties with a child and aggravated sexual battery.  The warrants were served on January 14, 2010.  He was ordered held without bond and a court date of February 2, 2010 was set.  

On January 22, 2010, Deputy R. J. Anderson received a request for assistance from the administration of Caroline High School.  After investigating, a male juvenile was charged with possession of a controlled substance on school grounds and possession of a controlled substance with the intent to distribute.  Petitions were obtained and the juvenile was detained. 

 

On January 24, 2010, Deputy G. J. Hamilton responded to a reported trespasser at a business in Carmel Church.  After investigating, James C. Simms, 46, of Ruther Glen was charged with trespassing and petit larceny.  He was released on a personal recognizance bond and a court date of January 29, 2010 was set.   

On January 24, 2010, Deputy G. J. Hamilton received a report of an assault that had occurred on an earlier date.  After investigating, Ricky L. Anderson, 38, of Dawn was charged with domestic assault, abduction and causing malicious bodily injury.  He was ordered held without bond and a court date of January 26, 2010 was set.   

On January 16, 2010, the sheriff’s office received a report of a larceny from a residence in Woodford.  The case was assigned to Investigator B. L. Fedder.  After investigating, Lowell L. Provence, 20, of Woodford was charged with trespassing, property damage, grand larceny and conspiracy to commit grand larceny.  He was ordered held under a $5,000 bond and a court date of February 3, 2010 was set.

 

On January 30, 2010, Sergeant S. L. Cary served a domestic assault warrant and a protective order on Stephen R. Bradshaw, 25, of Ruther Glen.  Bradshaw was released on a personal recognizance bond.  Later that same day, Bradshaw was re-arrested for violating a protective order.  He was then ordered held without bond and a court date of February 2, 2010 was set for both charges. 

On January 30, 2010, Deputy T. P. Connolly responded to a domestic in Ruther Glen.  After investigating, Jonathan T. Ambrose, 23, of Ruther Glen was charged with domestic assault.  He was released on a personal recognizance bond and a court date of February 2, 2010 was set.
