CAROLINE COUNTY BOARD OF SUPERVISORS PUBLIC HEARING The Caroline County Board of Supervisors will hold a public hearing on Tuesday, August 11, 2020, in the Community Services Center Auditorium, located at 17202 Richmond Turnpike, Milford, Virginia, to consider the following: Beginning at 7:30 p.m. SPEX-03-2019 VSC Associates, LLC (D. Shawn Mills), Owner/Applicant: Consideration of revocation of the above referenced Special Exception Permit for the Virginia Sports Complex, which amended SPEX-02-2013. The amendment specifically modified Condition #19 as follows: A Facility Improvement Plan for the reinvestment of capital funds for the physical redevelopment of the fields and/or other athletic facilities and the timing thereof shall be approved by the Board of Supervisors within thirty (30) days of the approval of this amendment. Upon approval by the Board, an on-site sewage disposal system shall be designed, constructed, approved and operational within 180 days of the facility improvement plan. If either the facilities plan is not approved or it is determined that on-site sewage disposal option is not approvable, then the public sewer connection shall be completed by the owner within twelve (12) months of either the denial of the plan or the on-site sewer determination, whichever is applicable. This property is located at 8217 County Fair Lane, Ruther Glen, Reedy Church Voting District, further identified as tax map #67-A-58, consisting of 112 acres, more or less, zoned RP, Rural Preservation. Revocation of SPEX-03-2019, together with the revocation of the temporary pump and haul permit, is being considered by the Board of Supervisors for the failure to comply with the amended condition. Due to the public health threat posed by the COVID-19 pandemic, the in-person gathering size in the meeting room is limited to approximately 78 people based on guidance and executive orders from the Governor of Virginia and the Virginia Department of Health on social distancing and public gatherings. Accordingly, public comment will also be accepted in writing prior to the meeting to be entered into the official minutes of the Caroline County Board of Supervisors and read by the Chair or designee at the Board meeting. Those wishing to submit written comments may do so by emailing comments to Pam Hall (phall@co.caroline.va.us) at the County Administrator's Office or by placing written comments in the Treasurer's Office drop box outside the front door of the County Administrative Building at 212 N. Main Street, Bowling Green, VA 22427. Comments submitted via the Treasurer's Office drop box should be in a sealed envelope clearly marked "Comments for Public Hearing to Consider Revocation of Special Exception Permit SPEX-03-2019 Virginia Sports Complex" Written comments may also be mailed to the attention of Pam Hall, County Administrator's Office, P. O. Box 447, Bowling Green, VA 22427. All comments MUST BE RECEIVED BY CLOSE OF BUSINESS ON MONDAY, AUGUST 10, 2020 in order to be read into the public record at the hearing. Submissions of written comments must include the citizen's name and voting district. Please draft your comments at such length so that they may be read into the record in no more than three (3) minutes at a typical oral reading pace. For comments provided in representation of a group or organization, the time limit is five (5) minutes. The reading of any comments that exceed these time limits will stop when the time limit is reached. Citizens choosing to attend in person to address the Board of Supervisors at the public hearing will be required to wear cloth face coverings, maintain recommended social distancing at all times and have their temperature taken before entering the building.
